Dasho Chhewang Rinzin
Druk Green Power Corporation Limited
Dasho Chhewang Rinzin is presently the Managing Director of Druk Green Power Corporation Limited since the year 2008. He started his career as the Engineer Trainee in the Department of Power in 1985 and gradually rose to the positions of Engineer, Executive Engineer & Superintending Engineer. In July 1994 he was appointed as the General Manager, Kurichu Project Authority and later in 1999 as the Managing Director for Kurichhu Hydro Power Corporation Limited and also KPA. He further served as the Managing Director of Bhutan Power Corporation Limited from January 2004 to December 2007. Currently, Dasho is also the Chairman of the Dagachhu Hydro Power Corporation Limited and also the Board member of BPCL and NPPF.
Dasho was conferred the red scarf by His Majesty the King on 17th December 2009 and was awarded prestigious Druk Khorlo on the auspicious occasion of the 107th National Day of Bhutan.

Phuntsho Gyeltshen started his civil service career as Section Officer in Ministry of Agriculture in 1989. He has served as District Engineer in Tsirang Dzongkhag, National Coordinator in Research Extension & Irrigation Division, MoA and Project Director/Superintending Engineer in Department of Urban Development and Engineering Services, Ministry of Works & Human Settlement. Prior to joining CDCL as the CEO in September 2010, he served as the Thrompon/Executive Secretary of the Thimphu City Corporation.
He has Masters in Engineering (Civil Engineering) from Nagoya Institute of Technology, Nagoya Japan, and Bachelors Degree in Civil Engineering from Regional Engineering College (NIT) Warangal India. He also holds Diploma in Civil Engineering from Royal Bhutan Polytechnic, Deothang Bhutan.
Department of Macroeconomics Affairs, MoF
Lekzang Dorji has Master Degree in Professional Accountancy from and the University of Canberra, Australia and B.Com (Hons) from Shri Ram College of Commerce, Delhi University. He is currently a Director of the Department of Macroeconomic Affairs, MoF. Prior to his current post, he was the Director of Department of National Budget, MoF and worked at various levels in DNB shouldering various responsibilities. He has a wide range of work experience in the areas of Finance, budgeting and accounting.
He worked with World Bank on secondment at the World Bank Headquarters in Washington DC for more than a year. He was attached with South Asia Region-Financial Management Unit, and while in the World Bank, he was a core member from World Bank on the Public Expenditure Accountability Assessment (PEFA) exercise carried out for Bhutan jointly by World Bank and the Royal Government of Bhutan (Report Published in 2010). He is currently a chairman of Board of Directors of REDCL. He is also currently a director of Boards of Food Corporation of Bhutan Ltd., and Bhutan Duty-Free Corporation Ltd. He has also served as Board Member of Bhutan Power Corporation Ltd. Erstwhile Druk Seed Corporation Ltd, DGPC, and DCCL. He also serves as a Board Director from Bhutan on SAARC Development Fund and was alternate Director in the past.
Department of Survey and Mapping, NLC
Mr. Geley Norbu is the chief urban planner at Thimphu Municipality. He was a Fulbright fellow at MIT where he studied a special course in Urban and Regional Studies. He holds a master’s degree in Urban and Regional Planning from the University of Sydney and a Bachelor’s degree in Architecture from the National Indian Institute of Technology, Bhopal, India. He has worked as a senior urban planner for the Ministry of Works and Human Settlement from 2002-2009. During the transition period of establishing the municipal local government he served as the Executive Secretary of the Thimphu Municipality. He is passionate about urban planning and management systems, policy analysis, land, housing, poverty, socio-economic inequality, and issues related to environment and climate change.
Chencho T. Namgay

Mr. Chencho Tshering Namgay works as the Associate Director of the Department of Finance, Druk Holding and Investments Limited. His work experiences are mainly in Corporate Finance, Investment review, Risk Management, Project Management, Telecom Infrastructure (Optical Fibre) and Power System Automation (SCADA).

Dr. Sonam Choiden
Gedu College of Business Studies, RUB
Sonam Choiden is the President of Gedu College of Business Studies (GCBS) under the Royal University of Bhutan (RUB). Her area of specialization in teaching and research are Economics, Economics of Happiness and Gross National Happiness (GNH), Environmental and Natural Resource Economics, Development Economics, Statistics, Data Analysis and Quantitative/Qualitative Research Methods.
She also serves as an independent Board Director for Financial Institute’s Training Institute; an external Examiner for Economics program at Royal Thimphu College (RTC); the quality assessment expert for Research Performance at South East Asian Universities (REPESEA).
Sonam attained her BA Economics (honors) from Sherubtse College, Delhi; PGCE from Samtse College of Education. She later received her MA in Economics from University of Waikato, New Zealand and her PhD from Queensland University of Technology (QUT) Business School, Australia.
She began her career as a teacher in Yangchenphug Higher Secondary School (YHSS) and taught in Sherubtse College and the Royal Institute of Management. Sonam was also the chief Planning officer, heading the Policy and Planning Division, RIM.
Sonam has represented Bhutan in several regional and international meetings, workshops and seminars and presented papers. She has several publications in the national journals. Her recent research was on “Economics of Happiness: an insight into the Gross National Happiness in Bhutan”. She is also trained for Intellectual Property Rights for LDCs, Education for Sustainable Development (ESD)/ Education for international understanding (EIU) and using mathematical tools and techniques for environmental economics.
