Dasho Chhewang Rinzin

Managing Director

Dasho Chhewang Rinzin is presently the Managing Director of Druk Green Power Corporation Limited since the year 2008. He started his career as the Engineer Trainee in the Department of Power in 1985 and gradually rose to the positions of Engineer, Executive Engineer & Superintending Engineer. In July 1994 he was appointed as the General Manager, Kurichu Project Authority and later in 1999 as the Managing Director for Kurichhu Hydro Power Corporation Limited and also KPA. He further served as the Managing Director of Bhutan Power Corporation Limited from January 2004 to December 2007. Currently, Dasho is also the Chairman of the Dagachhu Hydro Power Corporation Limited and also the  Board member of BPCL and NPPF.

Dasho was conferred the red scarf by His Majesty the King on 17th December 2009 and was awarded prestigious Druk Khorlo on the auspicious occasion of the 107th National Day of Bhutan.

Lekzang Dorji

Director General
Department of Macroeconomics Affairs, MoF

Lekzang Dorji has Master Degree in Professional Accountancy from the University of Canberra, Australia and B.Com (Hons) from Shri Ram College of Commerce, Delhi University. He is currently a Director-General of the Department of Macroeconomic Affairs, MoF. Prior to his current post, he was the Director of Department of National Budget, MoF and worked at various levels in DNB shouldering various responsibilities. He has a wide range of work experience in the areas of finance, budgeting and accounting.

He worked with World Bank on secondment at the World Bank Headquarters in Washington DC for more than a year. He was attached with South Asia Region-Financial Management Unit, and while in the World Bank, he was a core member from World Bank on the Public Expenditure Accountability Assessment (PEFA) exercise carried out for Bhutan jointly by World Bank and the Royal Government of Bhutan (Report Published in 2010). He is currently a chairman of Board of Directors of REDCL. He is also currently a director of Boards of Food Corporation of Bhutan Ltd., and Bhutan Duty-Free Corporation Ltd. He has also served as Board Member of Bhutan Power Corporation Ltd. Erstwhile Druk Seed Corporation Ltd, DGPC, and DCCL. He also serves as a Board Director from Bhutan on SAARC Development Fund and was alternate Director in the past.

Phuntsho Wangdi

Phuntsho Wangdi was appointed to the CDCL Board on 8 March 2019. He was the former Director-General for Bhutan Narcotic and Control Agency. Before BNCA, he served as the Managing Director of National Housing and Development Corporation Ltd. (2005-2011). He was also Thrompon of Thimphu City from 1999 until 2005. He has MSc. in Urban Development Planning from the United Kingdom (1985-1986), Post-Graduate Studies in Development Planning from United Kingdom (1984-1985) and PG Studies in Rural-Urban Relationship, Housing, Urban Finance, Disaster Management from Asian Institute of Technology, Thailand and PG Studies in City Planning from Tokyo, Japan.

Ministry of Work & Human Settlement, MoWHS

Tenzin was appointed as Director to CDCL Board on 8 March 2019. He holds a master’s degree in Water Resources Management from the University of Melbourne, Australia. He began his career in the Ministry of Agriculture as Assistant Engineer (Civil). Prior to his current position, he served as the Director of DES, MoWHS. He is the current Director-General of Department of Roads, Ministry of Works & Human Settlement.

Choiten Wangchuk

Ministry of Economic Affairs (MoEA)

Mr Choiten Wangchuk was appointed to the CDCL Board on March 24, 2020. He is currently serving as the Director-General of the Department of Geology & Mines, Ministry of Economic Affairs. Before that, he headed the Department of Industries in the Ministry of Economic Affairs. He joined the Ministry of Finance in 1998 after graduating from Sherubtse College in 1987. Since then, he has taken positions of increasing responsibility as the Director-General, Department of Public Accounts, Director for Department of National Budget, and Chief Planning Officer of the Ministry of Finance. Mr Choiten Wangchuk also holds an MBA degree from the University of Canberra, Australia.

Karpo Tshering

Karpo Tshering was appointed to the CDCL Board on 24th March 2020. Karpo Tshering has been serving full time as a Senior Manager, Corporate Services Division, Druk Holding & Investments since January 2018. He previously served as the Manager of Information Technology Unit of the same organization. He has extensive experience in the field of Information Technology services having led SAP ERP Implementation for DHI Group and some of its companies. He has Bachelors of Computer Science (Honors) from Sherubtse College (2005) and Master of Computing, with specialization in Software Engineering, from the Australian National University, Canberra (2017).

Phuntsho Gyeltshen

Phuntsho Gyeltshen started his civil service career as a Section Officer in the Ministry of Agriculture in 1989. He has served as District Engineer in Tsirang Dzongkhag, National Coordinator in Research Extension & Irrigation Division, MoA and Project Director/Superintending Engineer in Department of Urban Development and Engineering Services, Ministry of Works & Human Settlement. Before joining CDCL as the CEO in September 2010, he served as the Thrompon/Executive Secretary of the Thimphu City Corporation. Currently, he is in deputation as a Project Director in Gyalsung Infra.

He has a Master in Engineering (Civil Engineering) from Nagoya Institute of Technology, Nagoya Japan, and a bachelor's degree in Civil Engineering from Regional Engineering College (NIT) Warangal India. He also holds a Diploma in Civil Engineering from Royal Bhutan Polytechnic, Deothang Bhutan.

Karma Gayley


Karma Gayley has a Master's Degree in Hydropower Development from the Norwegian University of Science of Technology (NTNU), Trondheim Norway and a Bachelor's degree in Civil Engineering from PSG College of Technology (Bharathiar University), Coimbatore, Tamil Nadu (India). He is currently Chief Executive Officer of the Construction Development Corporation Limited.

  • 2009-2007: Dy. General Manager, 114 MW Dagachhu Hydropower Corporation Limited (DHPCL)
  • 2007-2005: Assistant Executive Engineer (AEE), Contracts Division, 1020 MW Tala Hydroelectric Project Authority (THPA).
  • 2001-2005: Assistant Engineer 1020 MW Tala Hydroelectric Project Authority (THPA).
  • 2001: Trainee Engineer, in the erstwhile Department of Urban Development and Housing (DUDH), Ministry of Works and Human Settlement.
