Today marks a significant milestone in the journey of the Construction Development Corporation Limited (CDCL), a DHI Company, as we officially launched our Corporate Strategic Plan (CSP) 2026–2035 at the CDCL Head Office.

The CSP 2026–2035 outlines CDCL’s vision for transformation and growth over the next decade, setting a clear direction for the Corporation to evolve into a modern, competitive, sustainable, and technology-driven engineering and construction enterprise aligned with DHI’s 10X Roadmap and Bhutan’s national development aspirations.

From its modest beginnings under the Department of Roads to becoming Bhutan’s leading state-owned construction company, CDCL has continued to play a vital role in supporting the nation’s socio-economic development through the successful delivery of strategic infrastructure projects across the country.

Recognizing the rapidly evolving infrastructure landscape, increasing competition, and emerging technological demands, the CSP provides a comprehensive roadmap to reposition CDCL for the future through innovation, operational excellence, diversification, sustainability, and institutional strengthening.

At the heart of the strategy is CDCL’s renewed vision to become Bhutan’s premier engineering and construction company, recognized for delivering sustainable and resilient infrastructure through innovation, quality, and excellence.

The strategic plan prioritizes key transformation areas including:
• Digital Transformation through initiatives such as ERP, BIM, and mobile monitoring systems
• Fleet Modernization and Optimization to improve operational efficiency and project delivery
• Leadership and Talent Development to strengthen technical, safety, and project management capabilities
• Sustainability and “Green by Default” practices aligned with Bhutan’s carbon neutrality goals
• Business Diversification and Strategic Partnerships to enhance competitiveness and secure long-term opportunities

The CSP also reinforces CDCL’s commitment to accountability, performance excellence, and strong governance through continuous monitoring, corporate performance systems, and results-driven implementation mechanisms.
