Ms. Tashi Wangmo has been the Secretary of the Ministry of Industry, Commerce and Employment, Royal Government of Bhutan since January 2023. Prior to this, she was the Secretary of the Ministry of Labour and Human Resources for more than one year.
Tashi has a vast experience of having served as the Eminent Member in the National Council (Parliament of Bhutan), appointed by His Majesty the King for more than 13 years. During her tenure with the parliament, she sat on various Parliamentary Committees and served as the Chairperson of the Social & Cultural Affairs Committee, and Good Governance Committee.
Before joining the parliament she served in various capacities in the civil service. Tashi began her career as Assistant Engineer in the Department of Civil Aviation in 1999. From 2000 – 2003, she worked as the Planning Officer at the National Technical Training Authority, and later became the Head of Policy and Planning Division in the Ministry of Labour & Human Resources.
Tashi was named as the Young Global Leader by the World Economic Forum in 2010. She holds Masters in Public Policy, National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan, 2003, and Bachelors in Mechanical Engineering (Honours), University of Wollongong, NSW, Australia, 1997.

Tenzin was appointed as Director to CDCL Board on 8 March 2019. He holds a master’s degree in Water Resources Management from the University of Melbourne, Australia. He began his career in the Ministry of Agriculture as Assistant Engineer (Civil). Prior to his current position, he served as the Director of DES, MoWHS. He is the current Director-General of Department of Roads, Ministry of Works & Human Settlement.

Ms. Dago Zangmo has a bachelor’s in civil engineering from the University of Wollongong, NSW Australia. She has a Master’s in Structural Engineering from the Yokohama National University, Japan. She is also a recipient of the Humphrey Fellowship in Special Program in Urban and Regional Studies from the Massachusetts Institute of Technology, Cambridge, USA.
She has over 18 years of experience as a practising engineer in the field of civil engineering working mostly in disaster and climate-resilient infrastructure, especially related to earthquake risks and flooding risks. She is now the Director of the Bhutan Construction and Transport Authority.

Karma Thinlay Wangchuk is an urban planning specialist with over 25 years of experience. Karma has been involved in the planning and design of numerous structural and urban development plans throughout Bhutan, including several iconic landmarks, first as a government official and then as a private consultant. Karma has designed various urban centers in Bhutan often leading the design team and functioning as the national counterpart to the foreign design consultants. His background in landscape architecture allows Karma to design sustainable settlements which are in balance with nature and the surrounding landscape. Karma studied landscape architecture in Canada, urban design in Australia, and the special program for urban and regional studies at MIT, USA. Karma is currently the CEO of Ka-Ja Design Associates based in Bhutan, and a member of the core working group for the GeSAR Project. He is a member of the International Federation of Landscape Architects, recipient of the 2008 Coronation Gold Medal, and alumnus of the United World College Systems.

Karpo Tshering was appointed to the CDCL Board on 24th March 2020. Karpo Tshering has been serving full time as a Senior Manager, Corporate Services Division, Druk Holding & Investments since January 2018. He previously served as the Manager of Information Technology Unit of the same organization. He has extensive experience in the field of Information Technology services having led SAP ERP Implementation for DHI Group and some of its companies. He has Bachelors of Computer Science (Honors) from Sherubtse College (2005) and Master of Computing, with specialization in Software Engineering, from the Australian National University, Canberra (2017).

Karma Gayley has a Master’s Degree in Hydropower Development from the Norwegian University of Science of Technology (NTNU), Trondheim Norway and a Bachelor’s degree in Civil Engineering from PSG College of Technology (Bharathiar University), Coimbatore, Tamil Nadu (India). He is currently Chief Executive Officer of the Construction Development Corporation Limited.
